She doesnt like the name ralphetta but I do and want to name her before my wife can have any say in it. Can I sign the birth certificate while she is recovering and too weak to get up and stop me?

You may like the name, but remember your wife is the one that went through labor, and the entire birth of you child. If you just go on ahead and name your baby with your wife's disaproval, it won't be pretty.
Raiphetta, is a pretty name, and would make a pretty middle name. If you and your wife have disagreements on this name, then talk it through, and tell why you want to name your baby that name.
But don't just go and name your baby while your wife is to weak in recovery to do anything after it. That's just wrong.
